Sir:
With reference to your letter of the 1 st ultimo,
I am directed hy Secretary Sir E. Grey to transmit to
you, to he laid before the Secretary of State for
India, a copy of a note from the Chinese Minister en
quiring whether the appointment of Mr. Ou-Yang Keng
as Consul for China at Rangoon would meet with the ap
proval of His Majesty's Government.
Sir E. Grey proposes, if Viscount Morley concurs,
to reply that His Majesty's Government have no objec
tion to this appointment.
Enquiry will, however, first be made by telegraph
of His Majesty's Minister at Peking as to the suita
bility of Mr. Ou-Yang Keng, should Lord Morley con
sider this to be necessary.
