January 11th, 1909.
Your Excellency:-
With reference to niy letter of the 1st and
yours of the 9th of October last, I have the honour to
state that the Chinese Government now propose to ap
point Mr. Ou-Yang Keng as Consul for China at Rangoon.
Mr. Ou-Yang Keng was educated in the United
States and has been in His Imperial Majesty*s consu
lar service for a considerable number of years at
New York and San Francisco. In 1907, he was deputed
by the Imperial Government to assist the Commission
appointed by the Canadian Government to make investi
gations into the Chinese claims arising oui of the
Vancouver Riots v/hich broke out in September of that
year. He is also a native of Canton, the inhabitants
of v/hich Province now form the larger number of the
Chinese
