With reference to your letter of the 22nd instant
respecting the appointment of Persian Vice Consuls in
India, I arn directed by Secretary Sir E. Grey to state
for the information of Mr. Secretary Morley, that h

is inclined to think that in cases where no Exequatur
is asked for and where recognition only is required,
the notification made by the Persian Consul General to
the Government of India might be accepted as suffic
ient, and that the production of The Shah’s Firman A Persian word meaning a royal order or decree issued by a sovereign, used notably in the Ottoman Empire (sometimes written ‘phirmaund’).
authorizing the appointment need not be insisted upon.
Should Mr. Morley concur I am to suggest that the
Government of India might be informed accordingly,
and at the same time furnished with a copy of the des
patch from His Majesty's Charge d'Affaires at Tehran
on the subject, which formed the inclosure to my
letter
