I am sorry that the officers reconnoitring at
Basra, failed to ask permission before they visited
Koweit and I have the fullest sympathy with the feelings
of the Political Officers concerned.
I have written to Arthur Smith and feel sure
that he will take steps to make certain that this sort
of thing does not occur again.
