"invaluable aid by recruiting and training large
"numbers of soldiers; by furnishin* supplies of all
"sorts - foodstuffs, clothing, ordnance, equipment
"and munitions; by training and despatching horsee;
"by lending to the Admiralty a great part of her
"Royal Indian Marine fleet; and by fitting out
"transports. The total value of the supplies and
"services of all sorts which she has thus undertaken
"on behalf of the War Office amounted, including some

In his speech of 1st March 1917 Sir W. Meyer gave a
lengthy apologia on the subject of India’s financial
contribution to the war, called forth by the criticisms that
had been made of undue economy on the part of the
Government of India (pp.l°-16). This, being made after
the criticism, is of less value as evidence than the
language he had used before it. On p.30 he refutes a
statement that medical expenditure had been less during the
war than before.
