which Ibn Saud recently put forward to the Foreign Office
this question was not included (vide letter dated the 2nd
January 1^39 from Ibn Saud to Mr.Chamberlain, enclosure
to India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. Printed Letter ho.P.Z.1327 of the 7th
March 1^39; you have not received this communication
but I will bring the file with me to Bahrain). It is
quite possible that the Saudi Government are no longer
their own at Has Tanura (vide my letter ho.723-£"elated
the 16th December 1938 to the Government of India).
(b) Kis Majesty's Government has no legal right
to submit the question of the ownership of Khor el odeid
to arbitration without the consent of the Shaikh of Abu
Dhabi, and if His Majesty's Government finally decided
to submit this question to arbitration this could not be
done unless the Shaikh's consent had been obtained.
Should the Shaikh refuse we would then have to inform
him that should Ibn Saud take Khor el Odeid by force we
would not oppose him. On the other hand if Ibn Saud
refused arbitration then we would be bound to oppose any
attempt by him to forcibly occupy Khor el Odeid - should
he make it (This, as I understand it is the gist of para
graphs 17 and 20 of the Foreign Office letter quoted
above, which at first sight appear contradictory).
(c) Apart from the legal point of view the
practical political results of arbitration over a piece of
territory which we had recognized as belonging to a
particular Shaikh w r ould be deplorable whichever way the
arbitration went, since of course none of the Rulers of the
Arab Coast, or for the matter of that, of the Arabs
outside the Gulf, would appreciate the legal technicalities
interested in Khor el Odeid since they have
produced

(principally Lieutenant-Colonel Trenchard Craven William Fowle); officials of the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , the Government of India, and the Foreign Office; and the Saudi Arabian Minister for Foreign Affairs (Amir Faisal [Fayṣal bin ‘Abd al-‘Azīz Āl Sa‘ūd]).

The papers cover: the attitude of Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd] to the frontier question; the boundary with Qatar; the boundary with Abu Dhabi; the British maintenance of the Blue Line as the frontier; the activities of the California Arabian Standard Oil Company (CASOC) in the area, including allegations of encroachment by the company to the east of the Blue Line (folios 104-105); the status of Khor al Odeid and Jabal Naksh, and their possible cession to Saudi Arabia; the effect on negotiations of British policy in Palestine; and the activities of Petroleum Concessions Limited, including the need to guard against encroachment upon the southern boundary of the company's concession (folio 229).
