State Department informed us yesterday that
Iraqi Minister for Foreign Affairs had transmitted to
United States Minister at Bagdad a copy of a message
from Sultan of Muscat to head of Muscat Mission in
Bagdad instructing him to approach the United States
Legation for travelling expenses to return to Muscat.
United States Minister had replied that he would ask
Washington for instructions, his recommendation to
Washington was that the Mission should he assisted to
proceed to Tehran en route for Muscat and that this
would cost about 500 dollars which he could advance
if so instructed.
2. State Department were tickled by Iraqi
communication which incidentally was in very
different tone from some recent impertinent messages.
They thought peculiar procedure was probably due to
physical inability of Muscat Mission to contact His
Majesty's Embassy in Bagdad and reluctance of Tragi
Ministry cf Foreign Affairs to hold any communication
with the British.
5. It was agreed that Muscat Mission could
probably remain in Bagdad for a v/hile without harm
and if Mission proceeded to Tehran they would no
doubt contact His Majesty's Legation there. Instruct
me if you v/ish United States Minister to advance sum
proposed for eventual recovery from His Majesty s
