impossible for us to allow the sheikh to be manoeuvred
into the position of a bargaining counter.
4. Mr. YQiibi saia tnat he felt that he hau been
very badly treated; that the Saudi Government had given
him no intimation when he first entered into discussions
with them ana secured an undertaking from them that
there was any such overriding option. The option
appeared to put the standard in a position to block all
development of the Neutral zone. He uuite agreed that
no progress was possible in present circumstances and he
proposed therefore to proceed at once to Jedda and
discuss the matter with people on the spot. What advice
would H;M,G. give him?
5. I said we could give him no advice; this was a
matter entirely for him to decide. But prima facie it
looked as though discussions on the spot might be
preferable to a lengthy correspondence, Mr. Ydlibi
added that he would be quite candid and would admit
that he had received overtures from Mr. Hamilton of the
Standard Oil, wno had intimated to him that the
Standard Oil would be very glad to discuss matters with
the Arabian Development .syndicate. His reply had been
that the Syndicate would have nothing to ao with
Americans and he had not followed up any of the
subsequent suggestions by parties connected with the
Standard for meetings or discussions.
