Copy of a letter from the Chief Secretary to the Supreme Government of India, George Swinton, at Fort William, to HM Chargé d’Affaires to Persia [Iran], Henry Willock, of 18 March 1825. Originally enclosed with this letter was correspondence between Swinton and Lieutenant-Colonel John Macdonald Kinneir (referred to in this item as Lieutenant-Colonel McDonald), the East India Company Envoy to Persia (now catalogued as IOR/L/PS/70/22-23). The letter instructs Willock to exact his communications with the Persian Government regarding Macdonald Kinneir's planned mission to Persia by the spirit of the instructions contained in these enclosures. The letter also contains further instructions regarding the mission, and directs Willock to continue surveillance on Russian agents in Persia.
This document was originally enclosed in Willock’s letter to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. of the East India Company of 3 July 1825 (IOR/L/PS/9/70/20).
