The Foreign Office tell me that a letter from Mr.
Caecia is on its way to you and that this v/ill agree to
our draft subject to (aj an amendment in the last sentence
in paragraph 3 which would reserve the Foreign Office right
to pick and choose candidates to be absorbed into the
Foreign Service and (b) a small modification of
paragraph 6(a) to emphasise the interim character of the
