7th February I am directed by Viscount Halifax to inform you,
in confirmation of the telephonic communication made to Mr#
Gibson on the 9th instant, that the instrument of ratification
of the Commercial Treaty between the United Kingdom and Muscat
signed on the 5th February 1939 received The King’s signature
on the 7th instant.
2. I am to request that the instrument of ratification
which accompanies this letter may be forwarded to Muscat for
delivery to ther Sill tan of Muscat in exchange for a similar
instrument signed by His Highness.
3. I am also to enclose herewith a draft certificate
of the exchange of ratifications and to request that, in order
that the formalities of the exchange of ratifications may be
completed, the certificate may be signed in duplicate in English j
and Arabic by the British Representative at Muscat and the
Sultan (or his representative as the case may be) and that the

British copy may be forwarded with the Sultan’s instrument of
ratification to this department in due course. The Sultan’s
copy of the certificate will of course be retained by him. ^
4. As the exchange of ratifications is to be regarded as
having taken place on the 7th February the date on which The
