Newton, who had already rlsited Koweit without reference to him*
has now intimated his intention, without asking for concurrence,
of making a tour to Muscat, Sharjah, Bahrein and Buehire® There
seems to be some objection in principle to bringing Iraq., through
person of His Majesty’s Ambassador who occupies so special a
position there* into undue prominence in the Gulf States® While
the Resident will of course always be anxious to help as much as
possible, we consider subject to the view of
