With reference to your letter P.1857 of the ISth
April on the subject of the proposal of Messrs Moulton
Brothers to open a branch of the Alliance Bank of Egypt at
Basra, I am directed by Earl Gurzon of Kedleston to say
that Kis Lordship is of opinion that there would be no
objection to Messrs Boulton being; permitted to open a
branch of the Bank at Basra on the understanding that the
enterprise is undertaken as an ordinary commercial trans
action entirely at their own risk, and that they must not
look for special favour or consideration at the hands of
His Majesty's Government or of the local Authorities.
