2. The first point on which we should be glad to
have the views of the Foreign Office relates to the scope
of the treaty. Theoretically, perhaps, it should be
treated as a corollary to the recent Treaty of Friendship,
Commerce and Navigation and so, on our side, be made for
the United Kingdom and India, with provision for the
accession of the Dominions and for extension to the
Colonies. But for all practical purposes, I imagine,
