at first inclined to agree that there was no reason why
any treaty entered into in this connection should he
confined, on our side, to British India, - and indeed
it ma^ he better in any case to communicate with the
Foreign Office, for, if it is in the circumstances
felt desirable to give an extended operation to any such
treaty, there is no point in taking two bites at a cherry

course adopted with regard to Indian States, and that
