Thank you for your letter of the 10th of February about air
mail services between Koweit and Iraq. We will await your
agreement before writing to the Iraq Portal Administration as
proposed in ray letter of the 31st of January. •
On the further points which you raise I should perhaps
explain that responsibility for the routing of mails in the
international postal service rests with the Administrations of
origin who, under standing international arrangements,can make
use for this purpose of any land, sea or air services provided
by other postal administrations and are responsible for meeting
all conveyance charges. In the case of air mails from the U.K,
for Koweit, conveyance as far as Basra is provided by a British
air service, viz. B.O.A.C., and we arranged with the Iraq
postal administration for the mails to be sent on from Basra by
Iraqi Airways (a service provided by Iraq) as soon as we learned
that the service was available to us. In actual practice, we
at present enclose our air mail correspondence for Koweit in
separate bundles in the air mails for Basra with a suit- ble
advice of the weight, and these advices form the basis of the
claims made upon us by the Iraq post office for the onward
conveyance from Basra, but we are now considering making up
closed mails addressed directly to Koweit. We are unable to say
