Dear Mr. Peel,
veHen this Company first went concession hunting on the
Trucial Coast
A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates.
, it was decided provisionally not to approach
the Shaikh of Kalha - who was at that time on the point of
"being recognised by H.M.G. as a separate unit - on the grounds
that his territory v/as so situated as to have no oil interest.
It does not seem certain, however, that this was a wise
decision since Shaikh Khalid, the Regent of Xalba, seems to be
a man of some personality who, besides controlling a
considerable area of mountain territory, seems to possess
influence on the Western side of the mountains also. In tius
connection the following passage occurs in a report dated May
10th 1938 from Bahrain
"The R.A. informs me that Khalid, the regent of
Kelba, has managed to get Fujairah and Diban under
his control. That is to say, they have sworn
allegiance to him. This means that practically
the whole of the Shamailyah is now depenuent on
Kelba. At the same time
