Dear Mr. Monteath,
In reply to your letter of the 7th instant
regarding our telegram No.343 to Sir P.Cox in which
we refer to the question of railways in Persia, I
find on reference to the xile that the Department
of Overseas Trade sent us the promised Memorandum
on future trade possibilities, including railways,
on May 30th last, hut it was considered not altogether
to meet the case and we did not send you a copy of it
at the time, hut telegraphed to Tehran on June 16th
(No,343).
The last paragraph of this telegram runs
