I understand Minister has been standing ou* for
very large sum down and substantial royalty, and that
Americans do not reject principle but wish to reduce amount
considerablv. Iraq Petroleum Company’s representatives
(are<) prepared to offer only rental for right' of prospecting
during limited period.
I am doubtful whether either candidates will
succeed at present but Standard Oil of California have greater
chance(s). Saudi Government now have money in prospect
from Ex-Khedive's group and perhaps from Indian Promoters
of Mecca to Jed da Sailway. may therefore keep 6il
concession in reserve unless they can get very favourable
terms.
