is somewhat meagre and might perhaps be increased if the
Military Attach^ at Meshed can be trusted to use discreetly
increased funds. This is a matter in which the Government
of India may think it right to take action if on enquiry
they are satisfied with the programme submitted by the
Military Attache.
!()• As regards Afghanistan, secret documents recently
received show that the Soviet Government are alarmed at
the failure of their policy and realise that Great
Britain is increasing its influence at their expense.
Unless some unforeseen occurrence intervenes, there does
not seem any reason to anticipate that Soviet propaganda
will be any more successful in Persia and Afghanistan than
it has been up to date*
