I do not think that Soulet has done anything to deserve a loan ; but I
thought that, in view of Persian Government anxiety to conciliate him (vide
your telegram 293 F.), it might be better to let him share loans. But if Persian
Government are against it, I see no advantage in giving money to Soulet.
Do ^ou approve giving another £10,000 to Kawam ? If so, shall I buy
what krans I can for this sum and ask bank to remit you or wire you rate so
that you can draw on Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. ?

arrest at Kerman.
Zugmayer and Griesinger are imprisoned at Niriz.
There are at Sirjan a German Doctor and several wounded Germans and
Austrians. Am trying to ascertain their names.

been Mujahid in pay of Turkish Embassy. Minister was not injured.
