the supply and installation of textile, cement, oil and
pumping plants, anc road-making, as well as electrical
extensions and -the improvement and development of the
existing facilities for making explosives and manufacturing
munitions of war; to say nothing of plans for the encourage
ment of cottage industries on a broad basis* All these
projects should develop continuously, even where war
conditions prevent the immediate execution of many of them.
These matters are of first importance to the National
development of Nepal, and in view of the outstanding
services rendered to the British Government by your
Country we ask Your Excellency to consider whether it would
be possible to approach the
