letter of the 21st December (P. Z-8750/36),
forwarding a copy of a letter from Petroleum Development
(Qatar) Limited requesting the approval of His Majesty^
Government to the appointment of Mr. E. V. Packer as the Chief
Local Representative of the Company for Qatar, and to request
you to inform secretary the Marquess of Zetland that the
Secretary for Mines agrees that, in the circumstances, the
appointment of Mr. Packer may he approved. It is assumed that
in replying to the Company’s request it will also he pointed
out that should their activities in Qatar expand at any time,
it may become necessary to appoint a separate Chief Local
Representative who would he resident in Qatar.
