5. Estimated receipts are "based on last year’s actuals. For

As ’’cheese-paring economies” have been the order of the
day for the past few years, it is difficult to see at a first
glance how substantial savings can be made in^xpenditure.
Adequate increases in revenue can only be achieved by imposing
new taxation. An increase in the customs rate is under
active consideration; this question will be made the subject
of a separate report.
6) Working to the above budget, the financial position at
the close of the present year will be*

The auove figures do not include the balance of the Govt, of
India loan, amounting to Rs.77,841.
7) , It must be emphasized that the system of accounts here
makes it impossible to guarantee any of the figures. It may,
however, be safely assumed that the State of Muscat ’s
finances is substantially as shown aocve.
8) I hope by next week to put up tentative proposals for
remedying matters. In the meantime I submit a note on the
Dollar Exchange(Appendix E).
