2. Assuming that a further communication to the Sultan
is necessary we agree with the Admiralty’s suggestion that
the draft letter to the Sultan proposed by Fowle might be
strengthened by a reference to the gifts of money and
military stores which H.M. G-. have undertaken to make to the
Sultan. V/hUe therefore agreeing in other respects with
the draft letter we think, subject to your views, that
paragraphs 4 and 5 might be amended on the lines of the
enclosed redraft which also, as you will see, omits any
reference to the co-operation of the navy in the searching
of dhows since it would seem difficult in time of war to give
an assurance that the sloops will continue this work as part
of their normal duties.
3. In view however of the changed circumstances
generally since Powle wrote his letter of the 10th July
owing to the outbreak of war and to the fact that in return
for the necessary facilities in his territories the Sultan has
been granted assistance in the way of a* subsidy and the
provision of arms and military stores, which is designed to
enable him to carry out the required measures for the internal
security/
