despatch No.124 (T 12392/337/378) of October 27th 1927, It
does not, however, meet the desideratum that the acquisition
of Hejazi or Nejdi nationality by birth in Ibn Sa T ud T s
dominions should not take effect until the child has attained
his majority. In my opinion it would be impossible to secure
this nor do I thinh it of great practical importance to do
so. No British children of European race are born in the
Hejaz and it is most improbable that there will be any
change in this respect within any reasonable period of time,
because very few European British subjects here are married
and, if a married woman were about to have a child she
would almost certainly go elsewhere for the accouchement.
As regards Moslem British subjects the fact that a minor
child was technically of Hejazi nationality would in practice
produce little effect, so long as the child remained in the
household and under the authority of the father. The
reservation which I made in my conversation with Sheikh
Yussuf Yasin (see paragraph 6 of my despatch No.47 of
February 5th) should I think cover any exceptional case. If,
for instance, a minor girl of dual nationality, Hejazi and
British, were abducted, I should claim the right to
intervene on the ground that I was protecting the fathers
ri^its or the mothers if the father were dead. If both
parents were dead a difficulty mi^it arise and I might have
to content myself with using good offices.
5. Article 6 of the amending regulation is in terms
very drastic but I do not see that exception can be taken to
it. I doubt whether in ordinary cases its effect would be
more than to compel a person of Hejaz-Nejd origin, who had
ed
obtain/foreign naturalization, to renounce the benefit of it,
if he returned to this country. The article might be applied
literally to a person of any consequence who had embraced
foreign nationality so notoriously as to have incurred Ibn
Saud T s displeasure; but such a person would probably be
denied access to the country on other grounds quite apart
from/
