Qatifis, vsith your authority, that they could expect
nothing from us if their claim to be Bahama was not
absolutely genuine, and he appeared much relieved at
this and questioned me about it. He said that he had
been obliged to report to Bin Saud that the Bahrein
Government had welcomed the emigrants even without
passports, and that they had taicen arms with them,
contrary to all laws. I said that it was not correct
to say that they had been welcomed, and it was
ceitainly incorrect to say that they had had arms, but
that oheiKh Hamad^s attitude was that Bahrein was
*muftah*, open to all Arabs who chose to come there.
I was about to mentionjthat we had raised no objection
when they had sheltered the Dowasir when they left
Budaijrya, but did not do so in case he should imagine
that we were now retaliating.

ITo»4-C of the l^th January appears correct and we have
apparently received a very onesided account of the
incidents, and X also thinlc that the uncertainty of
our attitude with regard to Qatifis in general has
undoubtedly alarmed them. I thinii the Amir is now;
fully reassured on this point, and he clearly realises
that we may be expected to resent any injustice done
to such persons as are undoubtedly Bahrein subjects.
He certainly went out of his way to be friendly to
me and we parted on the best of terms. I personally
have little doubt that much of the trouble has been
deliberately fomented by the Qusaibis as a part of
their policy of excluding Bahrain merchants from the
^atif trade, and I shall watch their future movements
with attention.
