2 The Surveyor General of India also suggests that the Political Ag;ent,
Bahrein, might write to him direct and supply information on the following
points, to enable him to prepare an estimate : —
(a) Particulars of time and cost of jurney for Indians from India to
Bahrein. It should be noted that the surveyors who will pro-
bably be selected will be entitled to second class accommodation
by steamer and not third class as provided for in the draft agree
ment.
(b) What weather and climate may be expected. Do the local reasons
7 for lixing 1st November as the date for the arrival of the party in
Behrein still apply in 1925 ?
(c) The nature of r the ground to be surveyed, whether flat, hilly or
marshy or dense under-growth ; whether view is open or enclosed
by trees, etc., whether fields are very small and full of intricate
detail or whether the detail is open, simple and easy ; whether
the work is in one area or in many scattered patches and what
sort of area are the separate patches. In the latter case, must the
patches all be geographically connected, or will an independent
plan of each patch suffice ; whether the uncultivated and hilly
areas are to be surveyed and whether contours are rt quired.
What is the approximate size of the two towns mentioned and
whether accurate town surveys are required ? The rate of out
turn and staff required all depend on these points
(d) Some idea of the scale and accuracy required, and whether the
whole of the work is to be on the same scale.
(e) A rough index plan and information as to existing maps would be
useful.
(f) It is presumed that no instrumental levelling will be required.
{g) Whether it is essential that the men should all know Arabic. This
will be a difficulty, though endeavours will be made to send
Muhammadans and to include those having some knowledge of
Persian.
(h) What are the limits of time and expenditure ?

A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency.

working arrangement has been arrived at.
4. All equipment and instruments will he supplied but a percentage
charge on the cost of the work will be added to the estimate to cover this item.
