4. In ny opinion the Government of India were entirely withi
their right in withdrawing ruling powers from this Shaikh last
year and transferring them to his eldest son, whom Shaikh Isa,his
relatives and the tribal Shaikhs had asked the Government of India
to formally recognise as heir to the throne in 1697.
5. In the circumstances it seems to be a waste of time and
money for Shaikh Isa to submit further appeals anywhere. There
cannot be anything new in them, and my predecessor has shown that
the memorial addressed to His Excellency the Viceroy was full of
inaccuracies and falsehoods.
5. If the Government of India have already sent a copy of the
memorial of February 1924 to the Secretary of State for India and
if that officer ha# concurred in their decision, I would suggest
that the Solicitors be so informed.
7. Shaikh isa was granted an allowance of Hs.lvgj igehsoia
from the time of his deposition and he has also been left in the
eniovment of State lands which "reduce an income of us.SOuO or
Bs.400G oc r cnnurn. In October last his balance at the Sanx was
about Bs.20,000.
6. The oersons most interested in suppressing the new regime
are the tribal Shaikhs, the more dishonest and tyrannical pearling
Nakhodas and the cadet members of the kaalifa family, Vno
receive allowances from the State. Ho doubt these persons who
have indicated, to Shaikh Isa the course he should pursue in the
matter of his appeal, have up to now provided all the necessary
funds. I see no reason why they should oe given any refund of their
expenditure through the Shaikh.
9. If, however, the Government of India consider that the dll'*
within reasonable limits - of Messrs. Shaishankar, Hanga am,
Girdharlal for preparing and submitting the memorial ox Feorua^
1924 may, in accordance with _recedent, he charged to the State,
this can easily be arranged. In this event I would suggest taat
the bill be submitted by the firm through the Political 4gent ,who
will scrutinize it before passing it on to Shaikh Hamad.
