to the Civil Commissioner, Baghdad.
I, on behalf of the Fanti Consolidated Hines Ltd, and
the ?’ast African Lands and Development Company, both of St.
Swithins Lane, London, have the honour to submit to you my
formal application for the following concession, and in order
tnat the Companies* Experts may make a proper survey of the
project, I further apply for an option or first refusal for
this concession, in favour of the above companies, for a period
of not less than 12 months the date of grant of a Mandate to
His Majesty's Government in respect of this country,
(2) The area in respect of which a concession and option is
desired comprises approximately some two hundred and fifty thou.

barrages, as may, in their opinion, be necessary for the aggment
-ation and conservation of the water for the Irrigation of the
aforesaid areas,
(3) It is assumed that the grant of any such concession by
His Majesty's Government will of itself ensure aecurity of title
(4) It is further desired that the lease Shall be for a perio
j 0 f 33 years, with the option of renewal to 99 years,
(5) It is suggested that the Government should agree to allow
th® Company a lar^e sinking fund, and a relatively high rate of
interest on this fund in preparing their Balance Sheet, Taxation
I t0 *,<! on a basis of l/5th of the net profits, after payment, of
interest on the sinking fund.
It is requested that the Company be free to import approvec
