Clifce to initiate his general negotiations with Persia;
latter should be instructed to make representation in
strong terms to Persian Government against action
reported in political Residents telegrams of October
25th, ho. 1061, and ho. 1077 of October 29th on behalf
<bf Arab States affected and to hint that, if their
instructions are not immediately withdrawn as affecting
States on Arab littoral, Arab rulers may be advised
or left free to institute retaliatory passport measures,
in this connection reference could be made to the
action already taken by the Shaikh of Hahrain and to
fact that we had with difficulty dissuaded him from
introducing new procedure on December 1st — see my
