of 9th February enclosing a copy of the Appreciation on the
Defence of Kuwait prepared by the G.S.0.2 of your Headquarters,
and asking for rny comments. After discussion with de Gaury these
are as folio-vs.
2. I think that under A. and B. ’’Tribal Attacks” and ’’Sabotage
and Internal Security” some brief mention might be made of the
probability that these hostile activities will be organised and
paid for by enemy European agents, and vill therefore be more
serious than mere unorganised tribal raids. In the last 5 /ar as
you are aware the Germans used agents extensively to embarrass
us in Persia* Vassmuss - who immobilised a whole Indian Division
at Bush ire (vide paragraph 8 (2) of my letter itfo. c/l4 - of the
