deciding on the ultimate evacuation of Henjam and Basidu, then
the expenditure at Bahrein would he fully justified, and our
position vis-a-vi s the Persians v/ould he quite clear and could
easily he explained and defended..
M:.. DUFF COOPER enquired whether there was any possi
bility of the Persians agreeing to our staying on at Hen jam
and Basidu indefinitely.
oIR JOhii SIMON replied that there was none whatever.
• tUlt • bUPF COOPER, suggested that our tenure at Bahrein
might he no less open to challenge than at Henjam and Basidu.
SIR JOHN SIMON pointed out that the position at
Bcthrein was quite different. At Bahrein we were satisifed
that our legal position was unassailable, and we were merely
continuing, as in the past, to act on the basis of the
Persians having no valid claim. At Henjam and Basidu, on
the other hand, we had no rights whatever, and the Persian
case against us was complete. Once we decided to leave
Henjam and Basidu he would no longer ce anxious as to our
position vis-a-vis the Persians.
LORD LONDONDERRY understood that nothing more had
been heard of the Persian notice to quit, which had been
served on us over two years ago.
SIR JOHN SIMON explained that we had succeeded in
evading this demand, but that we should not be able to do so
indefinitely. As this notice had not been withdrawn it
was still hanging over us and could be used against us at
any moment.
He went on to explain that in his view what was
essential was to decide on the general policy of getting
out of Henjam and Basidu as soon as possible. This would
be the policy to be pursued - not necessarily to be
announced t 0 the Persians.
