Resident (and also by Sir D. Bray) make more play in
future discussions with the Foreign Office with the
personal attitude of the Sheikh. But I think at the same
time that the Resident’s thesis that the dispute should be |
Persia versus the Sheikh is not really sound, we control
the Sheikh’s foreign relations; he can have no dealings
with any outside power except through us; ana we must
therefore inevitably figure very prominently in any
dispute such as trie present. We cannot at once refuse to
allow Persia to deal direct with the Sheikh (and it is
most important that we should maintain this attitude) and
take the lime that the matter in dispute is one between
I Persia anu Bahrein in which we are merely spectators or
possibly counsel. Moreover, while we might try to take
the line, if Bahrein went to the League, that Bahrein was
not and aid not propose to be a member of the League and
that the question was not therefore one suitable for
consideration under League procedure, I uoubt if this
would carry much conviction. While Bahrein is nominally
independent, our relation to her, based as it is on a
series of treaties which effectively deprive the Sheikh
of the major attributes of sovereignty - the right to deal
with foreign powers, the right to grant certain
concessions, jurisdiction over foreigners, etc. - is so
special that we must be prepared to face its
consequences.
