Persia stood to lose, e.g., in regard to Bahrein, the
value oi‘ 'which had recently been enlianced hy oil develop
ment. But whatever the reason it was clear that the
situation was rapidly growing worse.
In these circumstances there seemed to be a strong
case for a departure from the tactics of patience and con
ciliation which had hitherto been followed, and for taking
a much stronger and more positive line with a view to
bringing the Persians into the open. Hence the proposals
now put forward by Sir R. Hoare in his despatch No. 176,
which, in their main features, seemed to have much to
recommend them.
If the Persians were made to realise that our
patience was becoming exhausted, and that, unless the
situation were radically remedied, Persia might definitely
lose our friendship, it was possible not only that this
general process of deterioration in jtnglo-Persian relations
might be stopped, but that the Shah might swing round
again and decide to conclude a general treaty settlement
on the lines proposed without further delay. In any
case things were now getting so bad that a stronger
line would be unlikely to make them worse, and, by
enabling us to recover the initiative, might much improve
our moral and dip}tmatic position.
On the other haud, the adoption of a firmer line,
and ihe proposal to tell the Persians that we were
prepared to regard the treaty negotiations as definitely
at an end, would invtlve certain real and serious risks.
There could be no question or attempting to bluff; our
bluff had been called too often. If we took a stronger
line, we must frankly and squarely face and accept the
