I sun directed hy Mr. Secretary Henderson to
acknowledge the receipt of your letter No. M.0379/30 of
12th February, regarding the question of the search by His
Majesty’s Ships of Nejdi dhows in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .
The reference in that letter to the possible

discontinuance of such search would seem to imply that the
search of Nejdi dhows by His Majesty’s Ships may still be
taking place. In view however of the considerations urged
in Foreign Office letter No. E 6448/1016/34 of 30th January,
the Secretary of State considers that it would be most
undesirable that any Nejdi dhows should actually be stopped and
searched by His Majesty’s Ships on the high seas, at any rate
until a definite and final decision on the question of
principle involved is reached. I am therefore to express the
hope that instructions may be issued to the Senior Naval
Officer in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. without delay that no such searches
should take place.
3. The case against searching Nejdi dhows on the high
seas is further strengthened by the fact, which it is regretted
was overlooked when the Foreign Office letter of 30th January
referred to above was written, that the provisions of the
General Act of the Brussels Conference signed on 2nd July 1890,
quoted in paragraph 3 of that letter, appear to be no longer in
