In a recent report to HiB Excellency the
Naval Commander-in-Chief on the subject of the Persian
Accusations concerning the smuggling of arms into
Persia the Senior Naval Officer stated
Para*4. In endeavouring to ascertain the
truth of the present position as to the rights
of H.M.Ships m sea cning and detaining dhows
suspected of carrying arms the Senior Naval
Officer has come to the conclusion that a
considerable measure of doubt exists, clearly
to be noticed in the telegrams of H.B.M’s
Minister at Tehran, and the Senior Naval Officer
would like particularly to invite the attention
of the Commander-in-Chief to the following points*.-

actualities.
(c) Hejd dhows do not seem to be satisfact
orily covered by any of the rules.

replied by telegram on 27th August :-
Vuur letter of 22nd July 26.J/30/5 Report
fully in writing on criticism'contained in
para* 4(b) explaining authorities referred to and
suggest amendments. A pondix VI of the Station
troor Book is authority you should be guided by
until otherwise directed*. Historical :!ummary
referred to in your para 4(a) should not be
used as modification to existing instructions.
