On September 18th, 1923, the Persian Delegation
forwarded a letter to the President of the oouncil which was
duly circulated to the members of the Council of the League
of Nations.
The object of this letter was to announce that
Persia has decided to support any measure to prevent or
check the illicit traffic in arms and ammunition,to put
forward a number of objections regarding certain provisions
in Article II of the Convention of St. uermain and to
request that the council should assist ner in removing the
difficulties created by Article 6 of the Convention and
should also furnish her with the means of taking all necessary
action to put down the illicit traffic in arms and
ammunition.
The Council is well aware that the question of the
Convention of St. Germain is one of those which have most
constantly engaged the attention of the organisations of the
League which deal with disarmament problems.
Certain difficulties which are a matter of common
knowledge have so far prevented the ratification of the
Convention of St. Germain by the majority of the States
engaged in the manufacture of arms, and the efforts of the
League are being directed towares finding a new solution of
the problem, either by means of a general Convention or even,
if necessary, by partial conventions, which would check the
evil in specified areas oy securing the adhesion of a numce?
