as you are aware, the Assembly adopted a
resolution requesting the council to refer the
investigation of this question to the Temporary i^ized
Commission.
As regards the Persian liovemment’s formal protest
against Article 6 of the Convention, it would appear that
the Council can at present do nothing more than conmunicate
this protest to all the States signatory to the convention.
’Vith respect to tne appeal which Persia has made
to us for our co-operation m freeing her from her present
difficulty oy furnishing her with the means of associating
herself with any anproririate measures against the illicit
traffic m arms and ammunition . I feel sure that I am
voicing the opinion of the council when I express our
satisfaction with the offer of loyal co-operation which the
Persian Government has made to us.
You will doubtless agree with me that it would De
advantageous to enquire into the best method of rendering
this co-operation as easy and effective as possible.
Tne reconmendation of the Assembly on this question
have not yet oeen discussed by the Council, out I venture to
suggest to the latter that, at the appropriate moment - and
in this matter it will comply with the recommendations of
the Assembly, which has requested the Temporary mixed
Commission to consider this question - the representative of
the Persian Government should be invited to oe present at
the discussions of the Comnission which relate to that part
of its work.
