into touch with the Emir of Bokhara and discover his intentions.
It might, for instance, be possible for a native officer to reach
Bokhara, and he mentioned that Captain Bray was a member of the
Meshed Mission and would be useful in connection with the deputa
tion which was being sent by the King of the Hedjaz to Turkestan
(see E.0.-104). If we took no action it was certain that the Germans
would forestall us.
General Sir H. Cox drew attention to the sections of the Trans-
Caspian Railway from the Caspian to Merv and from Merv to Kushk,
which afford the shortest and most direct route to India and control
of which could be obtained from Meshed.
Lord Islington pointed out that this question was dealt with in
a Memorandum recently prepared by General Sir Herbert Cox on a
telegram from India reviewing the general military situation.
It was decided—
That General Cox’s Memorandum (E.C.-182) should be circu
lated for consideration, and that, pending further discussion
of the general situation, the instructions to the Meshed
Mission should not be altered.
5. It was decided that the Committee should meet again on the
following Wednesday or Thursday at 3 p.m. to consider a
Memorandum by Sir Percy Cox, who would attend the meeting.
The choice of the day would depend on the time of circulation
of the Memorandum.
It was also decided to postpone to the next meeting consideration
of E.C.-161 and E.C.-152 concerning Firman A Persian word meaning a royal order or decree issued by a sovereign, used notably in the Ottoman Empire (sometimes written ‘phirmaund’). Firma, E.C.-1G7
concerning Emir Feisal, and E.C.- 1G8 concerning the Idrisi.

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
