be drifting into policy of inactivity owing partly to unwillingness
t° break with Bolsheviks at Enzeli and Baku, partly to his
confidence in Bicharakov, which we do not entirely share. If
you think prospect feasible, Dunsterville might be authorised
to strike at Bolshevik influence at Enzeli by removal of
dangerous individuals to Baghdad or elsewhere for repatriation
at a later date.
“As regards Baku, if circumstances in your opinion render
it desirable or possible with due regard to safety of Hamadan-
Enzeli road for Dunsterville to send officers to Baku, or to
despatch small force there, we shall be glad to see this done.
“ Our information about situation both at Enzeli, Baku,
and in Caspian is singularly inadequate. We have been told
nothing about position of fleet or about Bicharakov’s ships.
Situation, seems to be less favourable than it w T as a fortnight
ago, and we urge you to press upon Dunsterville imperative
necessity of transmitting all information in his power.”

5. With reference to Eastern Committee, 19th Meeting,
Minute 9, the Committee took note of a Memorandum by the War
Office (E.C.-809), being a note bv the Chief of the Imperial General
Staff on Mr. Montagu’s Memorandum, “ The War in the East.”
The Committee decided—
That the Foreign Office should be requested to expedite their
memorandum on this subject in order to enable the Com
mittee to discuss the question at an early date.

The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).
The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.
Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
