With further reference to your letter
of 28th Larch, E.1558/19/34, I enclose for ease of
reference cony of our telegram to the Government of India
No.1285 of 16th April, and of two telegrams from the
Government of India of 7th Hay, relative to the question
of the terms of a draft article regarding the status
of Bahrein.
2. You will see that the Government of
India suggest that if Persia demurs to inclusion of an
article in the treaty, it might suffice if Teymourtache
wrote a letter in the sense suggested in their telegram
No.l613-S # We are very disinclined to adont this
suggestion, except as an alternative that might be
adopted in the last resort if all attempts fail to
secure Persia 1 s agreement to an article in the treaty. It
does not appear to us that such a letter would have much
binding force. We ought to take the opportunity of the
present negotiations totry to settle the question finally.
It is also a well known fact that the Sheikh and his
subjects are very anxious that the Persian claim should be
definitely disposed of once and for all in a manner that
leaves no loophole for its revival. Parke, one of
the British Officers employed by the Sheikh, who is now
on leave, called the other day and emphasised this fact
once again; he said that the Arabs optimistically hone
for a pronouncement by the League of Nations which will
secure this lesult, but of course a definite treaty
