ourselves as between an express relinquishment of Persia's
claim and an express recognition of independence. We
should be satisfied with whichever of these two is less
unpalatable to Persia., If we ask Persia to recognise
independence we might propose either draft T B ! or draft
*C; but we nrefer draft 'B 1 which is considerably more

watertight, as draft 'C 1 brings in the idea of
independence rather casually as a mere epithet.
