P.2603/29, it will be seen that the Foreign Office
contemplate the inclusion in a single instrument of
as many items as possible of those which have been or
will be under discussion between Persia and His
Majesty 1 s Government in connection with the present
negotiations. The principle of a balance sheet has
been accepted, and the Foreign Office have now asMed

desiderata as regards the renunciation of the Persian
claim to Bahrein IT in the foim of treaty provisions,
bearing in mind that it may possibly be desirable so tc

from taking the line that she has never recognised the
independence of the Arab Sheikhs concerned”.

2. Our international position in regard to
Bahrein is, so far as treaties go, that we control
the foreign relations of the Sheikh, who is not
allowed by his engagements to us to receive any
foreign representative. He is further bound to
abstain from and put down slavery and piracy. In
practice we have an effective control of his internal
administration. The present nominal ruling Sheikh -
Isa - was appointed by us in 1868 , when we f<xced his
predecessor to abdicate. He was himself ±orced in
1923, consequent on a long period of misgovernmoit, to
agree to the substitution, as effective Ruler of
Bahrein (with the style of deputy ruler) of his eldest
son. The ruling family fully recognise that if they
make trouble they will suffer. On the other hand, we
