Government. The possible complications of a very
strong American commercial interest in the islands,
which could be played off against us politically, are
obvious.
5. At the same time, there are definite
objections to the open establishment of a formal
protectorate. Could we be quite sure that the Sheikhs
w ould welcome it, the position migjit be a little
easier, and if Sheikh Isa were dead we mi^it peihaps
hope that Sheikh Hamad would do so. But we know
from various sources that Sheikh Isa who, though aged,
exercises great influence, and still more his wiie,
have never entirely reconciled themselves even to the
loss of their own control in the islands. They would
probably resent any suggestion of absorption as a
protectorate. Sir Lionel Haworth, who is a competent
observer on this question, remarks that Sheikh Hamad,
!f like every other Arab sheikh, would gladly be rid of
us all, and go back to his definite Arab ways among
his fellow-Arabs". A sudden move on our part to
establish a formal protectorate in Bahrein might well
alarm the Sheikhsand lead to unfortunate complications

wish to establish our control on a more regular
