The following alternative skeleton forms
suggest themselves for the wording of the Bahrein
article of the treaty
(1) Persia relinquishes her claim to sovereignty
over Bahrein*
(2) Persia recognises the independence of the
rulers of Bahrein and their special treaty
relations with H.M. G.
(3) Persia recognises the special treaty relations
existing between H.M.G. and the independent
rulers of Bah/rein.
(1) could of course be combined with (2) or (3);
but (2), certainly, ard (3), possibly, would by
itself cover (1) by implication.
(2) (or (3)) would have the advantage (suggested
by the F.O.) of debarring Persia in future from
taking the line that she has never recognised the
independence/
