the view that, failing the withdrawal of the
Persian claim, it may be desirable, with
a view to regularising our position in the
"elands, that the Sheikhs should be led to
invite us to enter into a formal Treaty of
Protection with them, and that we should agree
to do so.

6. The most important proposal made
by the Political Hesidant is, however, that for
the establishment of a formal protectorate over
Muscat. I have given very careful consideration
to this proposal, but the objections to it
are, in my view, insuperable. It is no doubt
the case that the 3tate is preserved as an
independent politick! entity by our presence
in the background, and that, in the absence of
His Majesty’s Government, the fanatical tribes
of the interior, or powerful vassals such as the
Amir of Jaalan, who is now causing trouble at
Bur, would partition the country between them.
It is ulso possibly the case that, as
suggested by air Lionel Haworth, we are now
offered an opportunity of a sort to regularise
our position in Muscat hy the conclusion of a
formal Treaty or Protection, and that so
favourable an opportunity may not recur in
the near future. For all that, the objections
to action on the lines suggested by him
appear to me very strong. In the first
place, to leave out of the question t»he League
of Nations and the possible reactions of what
would admit of being represented however
