of my colleagues a telegram from the late
Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian GuXf to
the Government of India on the question of
the policy to be adopted in regard to the
establishment of formal protectorates along
the Arab littoral of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ,
which may be of interest in connection
with the memorandum circulated by the
Secretary of State for the Colonies in

2. It will be seen that Sir Lionel
Haworth (the views of the Government of
India on whose proposals I have not yet
received) recommends in substance that
Muscat and Bahrein should be invited to
ask for our formal protection, which should
be accorded to them, presumably in a
"Protectorate 1 ’ Treaty; that our "open
protection" should (as at present) be
granted to Koweit (whether under a formal
Protectorate Treaty is not clear); but that,
in the case of the Trucial Sheikhdoms, "a
more definite position rather than a
protectorate, which would embarrass both
them and us", is called for.
The Trucial Chiefs.
3. As regards the Trucial Chiefs, I
am in agreement with Sir Lionel Haworth,
whose view accords with that ta.en at an
earlier stage by the Government of India.
