The air will be cleared by present developments in
Muscat and they will show the hopelessness of ineptitude of
Muscat Government and fact that for its existence it is not
only dependent upon Great Britain but that it is only kept
alive by artificial respiration. It has qo life of its own.
In time of trouble leaders of Imam's Government and rebels
immediately address British officials since they are only
people who really count.
Our protectorate is perhaps more real here than
anywhere else. I see no hope for the future except by our
increased not decreased support. Later on also when we have
put finances right Sultan with his light temperament may be
come "independent-. The world is moving in ideas which affec
brains which are unfit to accept them. Sultans of Muscat
have in past been subject to foreign influence and become I
unfriendly. I would stabilise our position for the future
now when Muscat is dependent upon us for Its life. The
position is understood by Sultan and Council W they would
if situation is explained to them readily ask to come into
British dominions nor would such a request surprise and
s
alienate local Arab sympathies.
Persia's claim to Muscat regarding which I am reportin*
will strengthen.
There only remains Treaty of 1862 with Prance but by
case of Zanzibar in 1890 this has already been shown not to jj
be a final obstacle. I feel assured Prance will rake no
objection to abrogation of Treaty though she may use it as
a counter.
