I am in general agreement with the views
expressed by the Government of India on the question of
wireless.
On the question of the establishment of definite
protectorates along tne Arab shore, my general concurrence in
their views is, however, subject to the following
reservations. In the first place, as regards Bahrein , the
Viceroy's telegram leaves me in some doubt as to whether
txie Government of India do not contemplate the possibility
of the establishment of a protectorate over the head, and
without the consent, of the Sheikh. The political and
international objections to action on these lines, if
imeed this is what the Government of India suggest, are, in
my view * s^^antial: I remain of the opinion set out in
paragraphs 43-44 of tne Inaia Office memorandum on Bahrein
on page 7c of P.G. 13, and as at present advised I consider
